Okay, so who really is the most powerful trainer of them all? (Not counting players of course) NPC wise, the most powerful trainer is actually Red, from the gold/Silver games who dwells in the back of mount silver.
He has pokemon in the 80's and 90's which top Stephens pokemon from emerald by about 10-15 levels.
Okay so here is my little story/history from my point of view or whatever.
Back in the day, when pokemon research wasn't a big deal- (at least not compared to this day and age) The best trainers in the world would compete in the three pokemon League challenges. There are three leagues in fact: The Johto/Kanto league, the Hoen league, and the Sinnoh league. Then the three champions have a battle at a set point (perhaps in the islands that might possibly connect the land masses, I assume that pokemon landscape is a lot like Japan...)
So back in the day, Professor Oak, was most likely one of the toughest trainers in the entire world- he was considered tough by Agatha during the red/blue era- back in the day they most likely were friends or rivals. The only other trainers who were present at that time, were Drake from the Hoen, and Bertha from the Sinnoh. So presumably, if Oak was a strong as Agatha, then I would say that he most likely fought in the tri-battle I have made up here. To save on time, the users were only allowed to bring three pokemon.
Bertha- having won the challenge at one point perhaps- in her younger days- used a Hippowdon, a Golem and maybe a Wiscash. Then Oak of course had Charizard, Blastoise and Venusaur, so naturally, the final two were Drake and Oak- in which drake won in the final moments. There are two curious trainers who watched, hoping to model themselves off of the winner.
A very young Lance and his cousin Claire who easily picked up their family tradition of using dragon pokemon. Oak- during and after his pokemon days became a legend-renowned throughout the world- litterally. Along with his asscioates, Elm and Birch. Only Roran stands above him in 'professor-ness'. Lance- would eventually become the youngest member to achieve league champion. His legacy would extend very far as well.
Now I am going to talk about the Kanto line first- being before the Johto story. The 8 gym leaders, were systematically ranked by the Pokemon HQ. Brock, Misty, Surge, Erika, Sabrina, Koga, Blaine, and Giovanni. Then it was suprising that the elite four was such a mixture of people; Lorelei- a scholarly young woman from 4 island- then there is Bruno- Agatha, and of course Lance. Oak's grandchild, Gary (or Blue) was a very prosperous trainer, although I believe he learned a lesson by loosing to Red in the final showdown at the pokemon league. However- not being able to hold the league championship on his humble shoulders, Red eventually disappeared... Of course, Lance knew that he had been bested- naturally Blue was Oak's grandchild, but Red... who was he? Just another mystery. For a long period of time, Lance remained the officially, most powerful trainer in Kanto. During the shift of power from Johto to Kanto, new faces imerged into the league: Will, Koga, Bruno, and Karen. It is quite interesting that Bruno is the only one who still makes it- I think he might have been younger than Lorelei- but he does have a thing for power. He moved up one in the rankings, but most suprising, the aging Koga makes his way into the elite four from being a sixth ranked gym leader. Of course Giovanni gave up his crime syndacite- although most rockets don't believe in that- Blaine, we suspect didn't want to leave the islands of Cinnabar. We find the young Brock, Misty, Surge, Erika and Sabrina all in the same places.
It was deffinetly a build-up stage, Will and Karen were not very strong members to add- although Koga wasn't either, he came from a very noble position already. Then the Johto Gym leaders- only one was mentioned before- Claire, the 8th gym leader who uses dragons like her cousin Lance. So up to this day- Lance remains at the pinnacle of Trainerdom, even though two names stand out that could overthrow him but they have learned their lessons quite harshly- Blue- the new 8th ranked Gym leader of Veridian, has a wonder of where 'he' went. He is referring to of course, Red- his rival, who trains in the pit of Mount Silver... for what end? Nobody knows. (Except for the option that you can beat him with your Gold/silver player)
Now moving onto Hoen- a very different place indeed- where the elite four at first stands with Stephen at its Pinnacle, and yet after a time, Wallace- (whom I don't like) ends up taking it for himself. It is surprising that Drake is the second most powerful trainer in Hoen (offically of course) He is the oldest as well (from my point of view) I think Stephen is a lot like Red- for the shift from Ruby Sapphire makes him hide within the mountains as well. Making him the unoffical, master trainer of the Hoen region.
The sinnoh region- where Cynthia is is champion- the master pokemon trainer, and the only female champion to this date: She is the most powerful female trainer in the entire world. Berth holds the second seat, and there are a few other people above her- but her legacy is much smaller than Drake and of course, Oak's legacy is unbeatable- except for maybe Bill, who isn't even a serious trainer.
So to conclude, the unofficial top five trainers of the world:
1) Red
2) Stephen
3) Blue
4) Lance
5) Cynthia
I think that is correct- the oldest one there is Stephen I believe (Gray hair is deceiving though) All of those people were once champions of their region; only two of them still are, and they just happen to be the last ones on the list. I forgot to mention Wally, he is indeed a powerful trainer... so the next five would most likely be...
6) Wallace
7) Wally
8) Drake
9) Bruno
10) May
